Give every non-recurring line a purpose

Do not accept one combined tooling line if it hides several outputs. Split physical tools, production fixtures, test fixtures, programs, sample work, engineering tasks, and separately scoped validation.

Tie each output to the drawing or specification revision used to design it. That makes later change impact easier to explain.

Distinguish common tooling types

Different tools answer different control problems.

  • An overmold tool controls a molded envelope and cable or insert position.
  • A harness board or layout fixture controls routing, branch datums, and connector position.
  • A test fixture connects the assembly to a defined electrical or functional method.
  • Terminal applicators and process tooling must match the terminal, wire, and controlled setup data.

Assess every engineering change

Compare the proposed revision with the tool and fixture functions. A connector change may affect mating nests, overmold inserts, pinout adapters, test programs, and packaging even when cable length is unchanged.

Record the disposition for material already purchased, work in process, finished stock, samples, tools, drawings, work instructions, inspection methods, labels, and shipment records.

Keep tool acceptance and part acceptance separate

A tool can match its design and still produce a part that needs adjustment; a good sample does not prove every tool-life or repeat-production assumption. Define the tool check, first-article check, test result, and production-release decision as separate evidence.

Common commercial gaps

Watch for an NRE line with no deliverable, custody that was never discussed, sample tools described as production tools, maintenance left undefined, or a unit price that includes amortization without the quantity and period stated.

Resolve these points before the purchase order so a later revision does not reopen the original commercial assumptions from memory.

Who controls a mold or test fixture after it is paid for?

Custody and access depend on the commercial agreement. Record the responsible party, location, identification, maintenance responsibility, permitted use, transfer conditions, and end-of-program treatment before placing the order.

Does a revision always require new tooling?

No. The effect depends on which feature changed and how the tool or fixture controls it. Ask for a documented impact assessment covering modification, new inserts, reprogramming, reinspection, samples, or replacement.
